· OSHA Assistant Area Director – 1991-2002. Philadelphia Area Office. Hired, trained and managed OSHA Supervisors, Safety Specialists and Industrial Hygienists. Duties included case file review, citation issuance and litigation. Assigned OSHA inspections to a staff of safety specialists and industrial hygienists and reviewed case files for accuracy and legal sufficiency prior to issuing citations. Successfully litigated numerous OSHA cases resulting in favorable decisions that sustained citations and monetary penalties that were issued to employers as a result of accident and fatality investigations.
· OSHA Compliance Officer – 1975-1991. Conducted over 800 OSHA inspections. Occupational Safety and Health Specialist conducting inspections in Construction, Maritime and General Industry worksites to determine compliance with OSHA regulations. Led teams of OSHA safety and health specialists and industrial hygienists on some of the largest inspections ever conducted by OSHA during that time.
Teaching
Lecture as an OSHA Instructor or OSHA Representative at the following:
· Temple University, Construction Management Program, OSHA Instructor. Five hour presentation on OSHA standards, OSHA’s inspection process, employer legal rights and obligations under the OSHA Act. Fall protection requirements, electrical , trenching and excavation hazards on construction work sites. Annually between 2001 and 2005.
· Saint Joseph University, Safety Management Course. OSHA guest speaker. Three hour presentation on OSHA programs, employee rights and employer responsibilities under OSHA. Analyzed accident and fatality trends that resulted in OSHA citations being issued to employers in the region. Annual event between 2000 and 2006.
· City of Philadelphia License and Inspection. Conducted safety and health training for all License and Inspection building field inspectors on trenching and excavation hazards, demolition hazards and OSHA electrical requirements for wiring and cord and plug connected equipment on construction work sites. Intermittently between 1995 and 2000.
· City Of Philadelphia and OSHA Strategic Partnership for Neighborhood Transformation Initiative. Provided training to all City of Philadelphia and contractor employees on safety and health management systems and various fall, scaffolding and electrical hazards associated with construction demolition operations. Several hundred properties were demolished between 2004 and 2007.
· Sealant Waterproofing and Restoration Institute ( SWRI). I served as the OSHA designated representatives for this international organization. Members consisted of employers, suppliers, and manufactures of products used in building restoration. I lectured on safety topics that included fall protection, safety management systems, respiratory protection and silica. Presented training at their annual membership meetings in Philadelphia, Boston, Phoenix and Vancouver, British Columbia. Between 2001 and 2005.
· Center for Construction Research and Training (CPWR). Served as one of two OSHA representatives on the CPWR Mast Climbing Scaffold Work Group. This group consisted of representatives from employers, scaffold manufacturers, labor organizations and OSHA representatives. A “White Paper” was published as a result of our work that outlined safe recommended work practices for mast climbing work platforms. Between 2006 and 2010.
· Philadelphia Building Trades Safety Committee. In 2002 I met with the President of the Philadelphia Building and Construction Trades and requested a meeting with the Executive Board in order to formulate a Building Trades Safety Committee. The goal was to track injury and illness incidents by various trade groups and address safety issues at upcoming and ongoing construction worksites. I provided training to committee members on various topics. Committee continues to meet on a monthly basis.
· Palm-Built- Rite PSM Safety Committee. Served as the OSHA representative on the Built-Rite Process Safety Committee and provided training and interpretations of standards for contractor employees employed doing scheduled maintenance and new construction activities at Philadelphia Area Refineries. Between 2001 and 2008.
· Crown Cork and Seal Management OSHA Training. Annual 3-4 hour training given to Crown International Upper Management representatives on OSHA’s Regulatory Agenda, National Emphasis Programs (NEP), Regional Emphasis Programs (REP) and Local Emphasis Programs (LEP). Between 2003 and 2006.
